From 1st October 2025, the StreetWorks UK Material Classification Protocol became mandatory. No extensions, no exceptions. For utilities and highway authorities, this marks a critical shift in how excavated waste must be classified, sampled and reported. As part of the StreetWorks Material Classification Protocol, users must separate and classify all excavated waste (soil, asphalt, hazardous versus non- hazardous) and complete desktop and site-specific risk assessments, taking samples and lab testing at least 1% of excavations.
Additionally, quarterly results must be submitted via Street Works UK and uploaded to Street Manager. Non-compliance risks enforcement action, fines and suspension from the protocol, with WM3 procedures triggered for short duration works.
